Wales plots £500m NPD programme


Second round of schools programme to use Scottish investment model; hospital also likely to go down same route

The Welsh government has announced a new package of school investment using the non-profit distributing (NPD) model.

Finance minister Jane Hutt has revealed the NPD programme for the next phase of the Principality’s 21st Century Schools Programme, which will begin in 2019.

Band B of the programme will begin following the completion of Band A in 2018-19, which has not used the NPD approach.

“Work will now begin to plan and prepare this second phase of investment, which will see half a billion pounds raised using the NPD model,” said Hutt.

Wales is already using the NPD approach – pioneered by the Scottish government – to deliver upgrades to the A465 Heads of the Valleys road and Hutt had previously said that some form of “innovative” finance would be used to deliver the new Velindre cancer centre. 

It now appears from the comments made by Hutt during a plenary debate on the Draft Budget 2015-16 that the Velindre project will also be delivered through NPD.
