TAs sought for Wales hospital NPD


A tender has been issued for technical advisers to support the delivery of the Velindre Cancer Centre, which is expected to be procured through a non-profit distributing (NPD) model.

The project is one of the largest in Wales and is being lined up as a pilot project for testing the planned NPD approach, which the Welsh government is also using on a portion of the Heads of the Valleys road upgrade scheme.

“We wish to bring prudent health care and co-production to life in cancer services,” said Velindre NHS Trust in its tender document.

Interested parties have until midday on 10 February, with a tender issue to shortlisted parties on 17 February.

The proposed hospital has been in the pipeline for a number of years, but the Welsh government’s uncertainty over how best to utilise a PPP model to deliver it has held it back.

However, in November last year, the Welsh finance minister Jane Hutt backed plans to deliver a second round of the country’s schools programme through NPD in 2019, and at the same time appeared to back the model for delivering the Velindre project.
